General Description:

Internal Applicants:

Current employees of the Philadelphia Parking Authority who have been in their current position for at least six months and have satisfactorily completed their probationary period for the position currently held. Applicants must meet the minimum requirements. Employees currently on the Excessive Use of Sick Leave list will not be considered for this position.

External Applicants:

Anyone who meets the minimum requirements


This is a responsible administrative position providing administrative, analytical, and operational support to the Director of Airport Parking Operations. The Administrative Assistant assists the Director with the coordination and monitoring of departmental activities, projects, personnel matters, reports, records, and other business functions.

This position works in conjunction with the division’s secretary and is intended to provide additional administrative support to the Director and Airport Parking Operations. The employee will assist with assignments requiring organization, follow-up, research, coordination, and discretion. The position requires the ability to work independently, manage multiple priorities, and communicate effectively with employees, management, vendors, and other stakeholders.

Principal Duties:

  • Provides administrative and operational support to the Director of Airport Parking Operations.

  • Assists the Director in coordinating and monitoring departmental activities, projects, and assignments.

  • Tracks the status of assignments and follows up with staff to ensure timely completion as directed.

  • Researches and compiles information for reports, presentations, correspondence, and management decisions.

  • Prepares and maintains departmental reports, spreadsheets, tracking documents, and other administrative materials.

  • Assists with personnel-related administrative functions, including payroll, leave requests, attendance records, personnel documentation, and related matters.

  • Maintains confidential departmental and personnel information and exercises appropriate discretion in handling sensitive matters.

  • Assists with the preparation, review, and proofreading of reports, memoranda, correspondence, forms, and other documents.

  • Coordinates with Airport Parking Operations staff and other Authority departments to obtain information, resolve routine administrative matters, and facilitate departmental activities.

  • Assists with vendor, contractor, purchasing, invoice, and service-related administrative matters as assigned.

  • Assists the Director with meetings, projects, presentations, agendas, and follow-up items.

  • Maintains organized electronic and paper records related to departmental operations.

  • Assists with the development and implementation of administrative procedures and processes that improve departmental efficiency.

  • Provides administrative support for special projects and assignments initiated by the Director.

  • Works closely with the Department Secretary to ensure effective coordination of administrative responsibilities and appropriate coverage of departmental needs.

  • May provide backup administrative support to the Secretary or other departmental staff when necessary.

  • Performs other related duties and special assignments as directed by the Director.


Required Knowledge, Skills, and Abilities:

 

  • Demonstrated supervisory and leadership experience.

  • Proficiency with computerized parking management systems and the ability to quickly learn new technologies.

  • Thorough knowledge of airport parking operations, customer service, and parking management principles.

  • Strong analytical, troubleshooting, and critical-thinking skills.

  • Excellent verbal and written communication skills.

  • Ability to supervise employees in both field and command center environments.

  • Ability to multitask while managing multiple operational priorities simultaneously.

  • Ability to analyze and use information in preparing reports and directives.

  • Ability to type accurately and proficiently.

  • Ability to operate personal computers and knowledge of Microsoft Office.

  • Knowledge of departmental procedures and policies.

  • Ability to communicate verbally and in writing effectively.

  • Ability to research information both efficiently and confidentially.

  • Ability to coordinate with staff.

  • Ability to function independently on assignments.


Minimum Acceptable Training, Experience, and Education:

  • High School Diploma or Equivalent

  • One year of experience providing administrative support to a manager, director, department, or operational unit. Or any equivalent combination of training and experience determined to be acceptable to the Airport Operations Unit.

  • Two years of progressively responsible administrative, clerical, or office experience.

 

Working Hours:  Monday through Friday during normal business hours and as required

Selection Process:


Internal Applicants

  • 15% - Assessment Test (Computerized)

  • 70% - Oral Interview

  • 10% - Attendance,

  • 05% - Latest Annual Performance Evaluation

External Applicants

  • 75% - Assessment Test (Computerized)

  • 25% - Oral Interview

 

APPLICANTS WHO HAVE AT LEAST TEN (10) YEARS OF SERVICE WILL HAVE FOUR (4) POINTS ADDED TO THEIR TOTAL SCORE. APPLICANTS WHO ACHIEVE A COMBINED SCORE OF 36 POINTS FROM THE ASSESSMENT TEST, EMPLOYEE EVALUATION, AND ATTENDANCE, BASED ON THE WEIGHT EACH CATEGORY IS GIVEN, WILL BE INVITED TO THE ORAL INTERVIEW PHASE OF THE PROCESS. ONLY THOSE APPLICANTS WITH A COMBINED TOTAL SCORE OF 70 WILL BE PLACED ON THE ELIGIBILITY LIST.
