General Description:

Persons Eligible:

Current employees of the Philadelphia Parking Authority have at least one year of experience in the ticketing department within the last year. Applicants must meet the minimum requirements. Employees currently on the Excessive Use of Sick Leave list and/or recent unsatisfactory performance evaluation will not be considered for this position.

The PEO Supervisor supervises Parking Enforcement Officers to ensure proper procedures involving Enforcement are being followed. Participate in the distribution of work supplies and equipment to Parking Enforcement Officers. Observe the appearance of officers to ensure that the department’s uniform code is being followed. Distributing work assignments to PEOs. Monitoring of PPA radio to offer assistance to officers and fellow Supervisors. Verify ticket cancellations. Transport PEOs to and from work areas. Document the work performance (both positives and negatives) of the employees whom you directly supervise and take a proactive approach to make corrective measures where deficiencies may be. Complete employee evaluations based on the overall work of PEOs. Meet with citizens to assist in grievances and questions regarding enforcement.

Principal Duties:

  • Train new Parking Enforcement Officers once they have successfully completed the initial training sessions.
  • Instruct officers regarding enforcement procedures, policies and beat strategies.
  • Assign and deploy officers to beats based on daily staffing levels and priority enforcement initiatives.
  • Interact with Analysts and Managers regarding beat boundaries & Patrol effectiveness.
  • Participate in daily roll calls to update & advise officers with current or modified work-related issues.
  • Drives a van to transport officers to and from assigned beats.
  • Patrol and enforce parking violations as observed within their assigned area.
  • Meet and walk with officers to identify and resolve any issues regarding proper enforcement procedures and the patrol strategy implemented by an officer.
  • Draft employee performance evaluations, commendations, patrol summaries and disciplinary reports as needed.
  • Communicate issues of concerns on a regular basis with Head Supervisors & other Management Staff.
  • Attend and interact in staff meetings, training sessions and employee related matters.

Required Knowledge, Skills, and Abilities:

  • Proficient writing skills.
  • Geographical knowledge of the City of Philadelphia.
  • Knowledge of parking regulations throughout the City.
  • Knowledge of PPA enforcement procedures
  • Ability to walk, stand, and work in inclement weather.
  • Ability to attend community meetings when needed.

Minimum Acceptable Training, Experience, and Education:

  • High School Diploma
  • Experience or Training using Microsoft Office
  • Experience in Record keeping preferred
  • Minimum of one year of experience in the Ticketing department within the last year
  • Valid Driver’s License

APPLICANTS WHO HAVE AT LEAST TEN (10) YEARS OF SERVICE WILL HAVE FOUR (4) POINTS ADDED TO THEIR TOTAL SCORE. APPLICANTS WHO ACHIEVE A COMBINED SCORE OF 36POINTS FROM THE ASSESSMENT TEST, EMPLOYEE EVALUATION AND ATTENDANCE, BASED ON THE WEIGHT EACH CATEGORY IS GIVEN, WILL BE INVITED TO THE ORAL INTERVIEW PHASE OF THE PROCESS. ONLY THOSE APPLICANTS WITH A COMBINED TOTAL SCORE OF 70 WILL BE PLACED ON THE ELIGIBILITY LIST.
