General Description:

To enforce on-street parking regulations by patrolling the city’s rush hours, bike lanes, and safety violations. Bicycle Officers are responsible for ticketing vehicles that they observe to be parked illegally. This position requires thorough knowledge of parking regulations, Parking Authority policies and procedures, and attention to detail. All Bicycle Officers will receive extensive bicycle patrol operations and safety training from an accredited program.

Principal Duties:

  • Prepare and issue parking tickets.
  • Patrol assigned streets of Philadelphia via bicycle.
  • Target and added enforcement of specific areas and/or violations.
  • Contact PPA dispatcher when parked illegal vehicles are eligible for towing.
  • Answer questions from public seeking directions, knowledge of parking ordinances and regulations, and information of local attractions.
  • Maintain a log of activities and complete incident reports, as necessary.
  • Responsible for minor repairs, and operational efficiency of assigned bicycle.
  • Report missing, unclear, and defaced signs and meters as well as unusual parking problems.
  • May have to appear in court to give testimony relating to official duties.
  • Officer must bicycle to assigned beat areas and patrol accordingly.
  • Officers may be deployed on special assignments at the discretion of Ticketing Management.

Required Knowledge, Skills, and Abilities:

  • Communicate effectively both orally and in writing.
  • Ability to proficiently operate a bicycle for the majority of shift. 
  • Ability to work in all-weather conditions i.e., rain, heat, cold, etc. 
  • Proficiency in the use of technical smartphone/handheld devices.
  • Ability to work under pressure in a professional manner in situations including interactions with hostile & irate citizens. 
  • Fluent understanding of the geography of Philadelphia in addition to giving accurate directions to citizens and tourists. 
  • Fluent knowledge of the Parking Enforcement Regulations for The City of Philadelphia in accordance with the traffic code preferred. 
  • Successful completion of physical exam. 
  • Successful completion of certified safety course

Minimum Acceptable Training, Experience, and Education:

  • High School Diploma or equivalent.
  • Valid Driver's License.
  • Parking Enforcement (Ticketing) preferred.

Selection Process:

  • 60% - Oral Interview,
  • 30% - Attendance
  • 10% - Latest Annual Performance Evaluation 

*The Selected Applicant(s) must pass the physical exam to qualify for the position

APPLICANTS WHO HAVE AT LEAST TEN (10) YEARS OF SERVICE WILL HAVE FOUR (4) POINTS ADDED TO THEIR TOTAL SCORE. APPLICANTS WHO ACHIEVE A COMBINED SCORE OF 36 POINTS FROM THE, EMPLOYEE EVALUATION AND ATTENDANCE, BASED ON THE WEIGHT EACH CATEGORY IS GIVEN, WILL BE INVITED TO THE ORAL INTERVIEW PHASE OF THE PROCESS. ONLY THOSE APPLICANTS WITH A COMBINED TOTAL SCORE OF 70 WILL BE PLACED ON THE ELIGIBILITY LIST.
