Strategic Analysis, Inc. (SA) Is rapidly seeking a Senior Travel Business Specialist to support the Advanced Research Projects Agency for Health (ARPA-H)


Roles and Responsibilities:

• Interpret and apply Federal Travel Regulations (FTR) and HHS travel policies to support compliant, efficient travel operations.
• Develop, draft, and maintain clear, comprehensive travel Standard Operating Procedures (SOPs), guidance documents, job aids, FAQs, and other reference materials.
• Prepare high-quality written and verbal communications to inform and educate ARPA-H stakeholders on travel policies, processes, and updates.
• Design, develop, and deliver presentations (e.g., PowerPoint) that clearly convey travel policies, workflows, metrics, and strategic updates to leadership and staff.
• Develop and maintain workflow charts and process maps to document and improve travel-related business processes.
• Support content development and maintenance for travel-related webpages and intranet sites, ensuring information is accurate, current, and user-friendly.
• Compile, analyze, and report travel-related data and metrics to support program oversight, decision-making, and process improvement.
• Contribute to the development and execution of travel team strategies, including change management, stakeholder engagement, training, and communications plans.
• Coordinate and support travel-related projects, leading specific workstreams as assigned, and ensuring timely, high-quality deliverables.
• Collaborate closely with the Travel Lead, other SETAs, and internal stakeholders to identify issues, propose solutions, and implement best practices.


Requirements:

• Minimum of 5 years of federal travel experience; direct HHS travel experience is strongly preferred.
• Expert knowledge of Federal Travel Regulations (FTR) and HHS travel policies, with demonstrated experience applying these in an operational setting.
• Demonstrated excellence in written and verbal communication, with the ability to translate complex policy and process information into clear, concise, user-friendly materials.
• Proven experience developing and delivering professional presentations, including PowerPoint slide decks, with strong attention to clarity, visual design, and audience needs.
• Experience creating workflow charts and process documentation using standard tools (e.g., Visio, PowerPoint, or comparable platforms).
• Demonstrated experience authoring SOPs, guidance documents, and similar policy/process artifacts.
• Experience preparing reports, including compiling and interpreting travel-related data.
• Demonstrated ability to manage and lead projects or workstreams in a fast-paced, dynamic environment, including planning, coordination, and stakeholder engagement.
• Strong organizational skills and attention to detail.
• Ability to balance multiple priorities and deadlines while maintaining high-quality work products.
• Strong collaboration and customer service orientation, with the ability to work effectively across diverse teams and stakeholder groups.


Education:  Bachelor's degree 
Location: On site in DC preferred
Position is on-site in Washington D.C or Dallas, TX with ad-doc travel as needed


Clearance: Ability to obtain HHS Public Trust.
