Strategic Analysis, Inc. seeks a Senior Acquisition Analyst to support our Department of Defense (DoD) customer in the oversight of the Department's federally funded research and development centers (FFRDCs) and University Affiliated Research Centers (UARCs). This is a hybrid position, requiring on-site work in the Mark Center of Alexandria, VA. The on-site frequency is estimated to be two (2) days per week and is subject to change based on client requirements, classified processing, and on-site meeting attendance. As a Senior Acquisition Analyst, you will: •Provide administrative, technical, and programmatic support to the government FFRDC/UARC Director. •Work with program office staff to develop and review acquisition strategies and contract documentation, pre- and post-award. •Assist in the review of acquisition materials, including market research, performance work statements, briefings, justification and approvals, and other requirements. •Conduct research in Federal Acquisition Regulations (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), and other legislative and policy materials. •Analyze procurement policies, procedures, and regulations to support the optimization of contract performance and compliance. •Assist in the assessment of costs for fairness and reasonableness. •Provide advisory assistance during routine and comprehensive reviews of the FFRDCs and UARCs; recommend evaluation criteria, assist in coordinating panel participation, and prepare written summaries, reports, or other materials. •Provide expertise in collecting and analyzing data on individual FFRDCs and UARCs. •Review end-of-year reports for compliance with regulatory and programmatic requirements. •Work with government staff to facilitate collaboration across the program and the Department. •Draft policy materials, including DoD Directives or Instructions; facilitate formal stakeholder review and support the adjudication of comments and edits. •Monitor and prepare responses to action items, correspondence, and requests for programmatic information. •Prepare meeting materials, briefings, agenda, read-aheads, etc. •Maintain broad situational awareness of R&D efforts, contracts, budgets, personnel levels, and other resources. QUALIFICATIONS Clearance: At minimum, an active SECRET clearance is required; an active TS/SCI is highly preferred. Education: A bachelor's degree from an accredited college or university is required. At the discretion of the Government, specialized experience may be substituted in lieu of specific educational requirements. Experience: •Prior experience as a federal/DoD series 1102 or comparable contracting officer or as a DoD contract specialist is highly preferred. •A minimum of fifteen (15) years' recent and relevant experience in government contracting/acquisition, including: oApplying contracting principles, laws, statues, regulations and procedures applicable to award and administer contracts for a variety of goods and services. oFamiliarity with FAR based contract methods and contract types. oKnowledge of FAR based contract administration policy, procedures, techniques, and evaluation/control methods sufficient to coordinate performance on complex, long term contracts. oOther expertise in the acquisition cycle, requirements process, documentation, and DoD budget practices. •Exceptional communication and effective interpersonal skills. •Above-average skills in MS Word, PowerPoint, and Excel applications. •Demonstrated success in the conception and execution of highly complex and technical detailed projects with minimal guidance and often within very short deadlines.
