DSB Program Analyst (TS/SCI #25-127)

Strategic Analysis, Inc. (SA) is actively seeking a versatile Program Analyst to support the Defense Science Board (DSB) management of membership and Federal Advisory Committee Act (FACA) processes. The DSB is comprised of former senior military and government officials, as well as industry and academia leaders that provide independent advice to Defense Department (DoD) senior leadership on modern science and technology (S&T) challenges. The Program Analyst will also support government in managing the full range of administrative, programmatic, and policy issues impacting DSB activities and assist with DSB task forces and studies.

Onsite work with our government clients in the Pentagon and at SA HQ is necessary. Telework options are available within the Washington, DC area. 

As a Program Analyst, you will:

-Assist DSB team in the processing and tracking of Special Government Employee (SGE) status of DSB members (includes parent board and non-parent board members).
-Oversee development and submission of full membership package to OSD. 
-Manage membership & study/task force database.
-Develop and consistently update tracking tools.
-Interact with necessary stakeholders to monitor and validate information.  
 
-Support DSB team in tracking DSB Federal Advisory Committee Act (FACA) processes. 
-Support Annual Comprehensive Review (ACR).
-Submit Federal Registrar notices for board-level meetings.
-Engage with Office of General Counsel to clarify FACA needs as required. 
 
-Provide analytical and administrative support to the DSB Summer Study and Quick Task Forces.
-Interact directly with current and former Flag Officers, Political Appointees, Senior Executive Service, and C-Suite individuals in support of various DSB efforts.
-Maintain working-level understanding of Department operations; in particular, those of the Office of the Under Secretary of Defense (Research & Engineering).
-Liaise across the Department, Interagency, Academia, and Industry to identify Subject Matter Experts in support of various DSB task forces and studies.
-Prepare and edit correspondence, review guidance, and distill information for distribution.
-Maintain calendars, schedule meetings, and coordinate actions pre- and post-meetings for government personnel and in support of DSB task forces and studies.
-Support the DSB in preparing, editing, and finalizing briefings, reports, and other formal products for internal (DoD) and external audiences.
-Provide logistics and management support to DSB members and government staff.

Qualifications:

-U.S. Citizen with active TS//SCI security clearance eligibility.
-Master's degree plus three (3) years of relevant experience.
-Ability to work onsite in the Pentagon three (3) days a week, plus ability to work onsite at Pentagon and SA HQ, as needed, for DSB meetings or other preparatory support.
-Capable of working independently as well as in a team environment.
-Demonstrated ability to perform at a high-level of proficiency on short deadlines and with minimal supervision.
-Ability to work in a fast-paced environment and balance priorities across multiple tasks.
-Strong team player that actively contributes to group activities and consistently displays work habits conducive to the success of the unit/team to better achieve organizational missions.
-Strong judgement and ability to reach sound conclusions.
-Excellent written and verbal communication skills, including editorial proofreading.
-Familiarity generating, handling, and protecting classified material.
-Ability to support DSB Office administrative functions, as needed.
-Proficiency in MS Word, PowerPoint, Excel, and SharePoint applications, as well as MS Teams and similar collaboration and video teleconferencing capabilities, such as ZoomGov.

Preferred Qualifications:

-Strong knowledge management background and experience with SharePoint and other information tools.
-Degree(s) in political science, economics, international relations, security studies, and/or STEM.
-Experience working with technical projects and/or technical editing and writing.
-Prior DoD experience.
-Prior military experience.
-Project management experience
