Strategic Analysis, Inc. (SA) is seeking a detail-oriented candidate of strong character for the position of Defense Science Board (DSB) Program Manager. The DSB is comprised of former senior military and government officials, as well as leaders in industry and academia that provide independent advice to Defense Department (DoD) senior leadership on modern science and technology (S&T) challenges. The DSB Program Manager will lead a team of analysts and administers in support of the DSB by working closely with the Executive Secretariat, Board Members, senior government staff, academics, and industry leaders to ensure studies are accomplished successfully within designated time frames.
Onsite work with our government clients in the Pentagon and at SA headquarters (HQ) is necessary.
Telework options are available within the Washington, DC area.
As Program Manager, you will:
Set strategic priorities for the team.
·Organize the work of DSB support staff to meet all deliverable timelines.
·Ensure compliance and that all work is in contract scope.
·Develop cost estimates to ensure all work performed is within budget.
·Forecast prospective contract needs so that deliverables are submitted on time with high quality.
·Provide real-time and onsite oversight to support operations for the DSB office as well as analytical support to DSB Quarterly meetings, Summer Studies, and Quick Task Forces.
·Budget for various Studies and Quick Task Forces.
·Develop monthly status reports.
·Monitor all contract deliverables to ensure customer satisfaction.
·Assist the DSB Executive Director in day-to-day management of Board activities
·Coordinate meetings between DSB leadership, the Board, the Under Secretary of Defense for Research and Engineering (USD(R&E)), and senior Department leaders.
-Provide leadership of all program activities to enhance technical capabilities of support team, including:
-Provide information, recommendations, and documentation in support of various office functions and special projects.
-Monitor Federal Advisory Committee Act (FACA) compliance.
-Monitor membership compliance.
-Track status and dissemination of DSB products.
-Work with the Lead Analyst to facilitate the development of products to enable the DSB leadership and the Board to communicate technical advice to senior Department leadership.
-Work with the Lead Analyst to develop and edit relevant studies, lessons learned, and final study reports and briefings.
-Oversees logistical, analytical and information systems (IS) support for monthly, annual, and Quarterly DSB meetings. Assist with security management and oversight. Support DSB knowledge management by ensuring DSB SharePoint is optimized for study and Government needs.
-Work with members and stakeholders to access needed documents across various classification levels.
Qualifications:
·U.S. Citizen and current DoD TS//SCI eligibility.
·Master's degree plus 10 years of relevant experience or bachelor's degree and 12 years of relevant experience managing contracts that support analytical activities for senior management and decision makers in engineering, technology, or operations fields.
·Ability to work onsite in Pentagon at least three (3) days a week, plus ability to work onsite at Pentagon and SA HQ, as needed, for DSB meetings or other preparatory support.
·Capable of working independently, as well as in a team environment.
·Demonstrated ability to perform at a high-level of proficiency on short deadlines.
·Self-motivated and capable of adapting to changing conditions and situations.
·Ability to work in a fast-paced environment and balance priorities across multiple tasks.
·Strong team player capable of leading group activities and consistently displays work habits conducive to the success of the unit/team to better achieve organizational missions.
·Strong judgment and ability to reach sound conclusions.
·Excellent written and verbal communication skills, including editorial proofreading.
·Familiarity generating, handling, and protecting classified material.
·Ability to support DSB Office administrative functions, as needed.
·Proficiency in MS Word, PowerPoint, Excel, and SharePoint applications, as well as MS Teams and similar collaboration and video teleconferencing capabilities, such as ZoomGov.
Preferred Qualifications:
·Degree(s) in political science, economics, international relations, security studies, and/or STEM
PM experience in support of government
·Prior DoD experience.
·Prior military experience.
