Strategic Analysis, Inc. (SA) seeks a Senior Technology Transfer Specialist to support the development, management, implementation, sustainment, evaluation, and analysis of DoD Intellectual Property (IP), Technology Transfer (T2), Technology Transition (TT), and Private Public Partnership (P3) activities to ensure that the Department’s collective effort anticipates and responds to DoD IP/T2/TT/P3 needs in the near, mid- and long-term.  
 
Work Location:  Hybrid - On-site work with our government clients in Alexandria, VA is anticipated to be one (1) day per month and is subject to change.  Candidates must be local to the Washington, DC commuting area.
 
As a Senior Technology Transfer Specialist, you will:
  • Support all IP/T2/T3/P3 activities from development, coordination, sustainment, evaluation, and analysis.
  • Advise on IP/T2/T3/P3 policy and provide programmatic and strategic support to overall DoD T3 program.
  • Develop key government documentation to include technical reports, briefings, presentations, NDAA summaries, MOAs, DoD Instructions, policies, and regulations.
  • Lead coordination/engagement with Components, Labs/Centers, and their scientists and engineers as well as governments and non-governmental organizations/companies.
  • Attend working group meetings and draft summary reports and materials to support policy and legislative initiatives. 
  • Support annual T2 data call, Congressional requests for information, and OSD correspondence.
  • Identify business process improvements for management of IP/T2/T3/P3 related activities. 
  • Organize, prepare, and coordinate training activities including planning meetings, drafting agenda and meeting minutes.
 
QUALIFICATIONS
 
Clearance:  An active DoD SECRET level clearance is required.
 
Education:  A bachelor’s degree from an accredited college or university in information technology, computer science, science, technology, engineering, or mathematics is required.  Degree requirement may be waived in lieu of ten (10) years recent and relevant work experience, or with a United States Patent and Trade Office (USPTO) patent agent/practitioner certification or other relevant certification.
 
Experience/Skills:
  • A minimum of ten (10) years’ recent and relevant experience is required.
  • Excellent oral and written communication, unstructured verbal interactions, briefings, and meeting moderation.
  • Proficiency in MS Word, PowerPoint, Excel, SharePoint, and Teams applications.
  • Flexibility to learn and adapt to new work requirements as programs constantly change and evolve. 
  • Demonstrated success in the conception and execution of new projects (i.e., no preexisting business processes), and without detailed guidance from the client. 
  • Demonstrated success in supporting DoD intellectual property (IP)/technology transfer (T2) and transition (T3)/public private partnerships (P3) programs and experience in comprehensive evaluations, to include development/review of DoD Instructions, policies, and regulations.
  • Experience supporting IP/T2/T3/P3 programs or other S&T program management.
  • Knowledge of IP/T2/T3/P3 policy, authorities, laws and regulations from DoD lab and national context, relative to development, execution, and evaluation.
  • Experience in comprehensive evaluations, to include development/review of Award/Funding Opportunities packets.
  • Proficient skills in preparing and writing reports from multiple sources.
  • Extensive experience in developing, editing, and writing key government documentation, including technical reports, briefings and presentations, MOAs, DoD Instructions, policies and regulations, ensuring spelling accuracy, grammar correctness, logic flow, completeness, compliance with the DoD manual for written material, and appropriateness for intended audiences.
  • Knowledge of military command structure, missions, roles, and organizational structures. 
  • Possession of strong research and analysis skills.
