Job Summary
Under the direction of the Compliance Manager, this position will observe and report to ensure casino operations are in compliance with the Environmental, Public Health, and Safety (EPHS) laws, such as the Uniform Fire Code, NIGC Regulations, FDA Food Code, Emergency Action Plan, OSHA, etc. Explore potential areas of loss control; offer technical training for loss prevention, serve as consultant to departments on safety issues, execute training drills such as fire or evacuation drills, and coordinate communications and resources to assure a healthy and safe casino environment for Team Members and Guests alike. Also, helps coordinate the Return-To-Work Program and assists in the performance of the Compliance Department’s Title 31 / Bank Secrecy Act duties.

Essential Duties & Responsibilities
> All Team Members must embrace and deliver Kiowa’s Guest Service Standards to every Guest on every shift, as outlined in Orientation, the Team         Member Handbook, SOP’s, and any other related training
> Consistently ensures an exceptional level of service and satisfaction is achieved throughout the property, exceeding the expectations of external and      internal Guests alike in a timely and effective manner
> Actively manage time between job duties relating to Environmental, Health and Safety compliance and Title 31/BSA compliance.
> Plan, organize and direct the day to day operations of the health and safety department; oversee the implementation of loss control, technical training, claims processing and drug free workplace activities and programs; work with department personnel to plan and develop goals and objectives; assure programs and activities run smoothly and efficiently and comply with casino, and Federal policies, procedures,                                  ordinances, rules and regulations, and Tribal Policies and Regulations, if applicable.
> Coordinate communications and resources to assure a healthy and safe casino environment; collaborate with department personnel regarding safety     issues, accident and injury reports, training needs, drug screening and the development and maintenance of programs designed to produce healthy       behaviors and safe casino activities, such as coordinating fire and evacuation drills.
> Provide technical expertise, information and assistance to the Compliance Manager regarding assigned functions; assist in the formulation and               development of policies, procedures and programs including accident prevention, drug treatment and prevention and other safety improvement               programs.
> Collaborate with department management to discuss casino loss prevention; utilize past incident reports, current prevention programs and casino           health and safety performance in the development of loss prevention practices and procedures.
> Provide and/or prepare a variety of narrative and statistical reports, records, and files related to personnel and assigned activities that might pertain        to OSHA, labor statistics, or any other reports as needed.
> Communicate with other administrators, personnel and outside organizations to coordinate activities and programs, resolve issues and conflicts and        exchange information; assist Human Resources with incident violation claim investigations; respond to workers and casino personnel requesting            assistance, advice, counseling and explanations of health and safety policies and procedures.
> Inspects Kiowa Casinos’ locations to detect unsafe or unhealthy working conditions.
> Inspects work environment, machinery, and equipment in establishment and other work site for conformance with OSHA standards according to              procedure or in response to complaint or accident.
> Inspects kitchen and food areas for conformance with FDA Code standards and Indian Health Services according to procedures or in response to           complaint or accident.
> Interviews everyone involved in a safety incident to obtain facts about work practice or accident.
> Rates unsafe condition according to factors, such as severity of potential injury, likelihood of recurrence, employers' accident record, and evidence of      voluntary compliance.
> Observes Team Members at work to determine compliance with safety precautions and safety equipment used.
> Orders suspension of activity posing threat to Team Members.
> Writes new safety order proposal designed to protect workers from work methods, processes, or other hazard not previously covered, using                    knowledge of safety-engineering practices, available protective devices, safety testing, and occupational safety and health standards.
> Investigate inconsistencies and document incidents in full detail and maintain any evidence as needed, depending on the nature of the incident.
> Prepare incident reports that documents findings and code section violations or potential hazards with any recommendations that could include                suggestion of policy change to rectify the findings or prevent hazardous situations.
> Number and log incident reports for future reference to check if reports have been filed previously on same subject indicating outcome or any results      on the incident report.
> Interprets applicable laws and regulations to advise employer on legal requirements.
> Follow up on inspections of specific machines, equipment, or device, such as the fire extinguishers, electrical equipment, appliances, etc to ensure          all inspections are completed as required.
> May testify in legal proceedings.
> May photograph work environment suspected of endangering Team Members to provide evidence in legal proceedings.
> Prepare a consistent reporting structure that indicates involvements or concerns that provide information on questionable, unusual, or suspicious           events or incidents that violate policies, procedures, or regulations serving as a communicative reference to the Compliance Manager.
> Coordinate Return-To-Work Program with Benefits Coordinator, when necessary.
> Assists with Title 31 audits and trainings, including but not limited to, performing daily audits, cover trainings for Team Member Orientation and               Annual Trainings
> Conducts audits of daily information to ensure compliance with Title 31 (Currency Transaction Reporting by Casinos) including Internal Revenue              Service reporting and ensures Title 31 CTRC’s are filed with the IRS within 15 days according to federal law
> Trains and tests all operating staff on an ongoing basis regarding Title 31 compliance, IRS transactions, and how to apply it to their positions.
> Assists Compliance Manager with preparing and dispersing tax payer information in a timely manner.
>> Assists Guests throughout the year with questions pertaining to W2Gs, 1099s, 1042S, Win/Loss statements and taxes.
> Provide Title 31 guidance to departments in the Compliance Manager’s absence.
> All other duties as assigned.
> Must adhere to departmental, organizational, state, and federal safety rules and regulations, applicable processes for safe operation, appropriate            Personal Protective Equipment, in addition to any/all related controls for personal welfare and the safety of others.

Knowledge, Skills & Abilities (KSA)
Specifics Required:
> High school diploma or GED required.
> At least 21 years of age.
> Bachelor’s Degree in Safety and Health or related field and 1 year experience.

OR

> Associate’s Degree in related field and 3 years increasingly responsible experience implementing health and safety activities with a current Accredited Certification in the Health and Safety Field and 1 year experience.

OR

> A current accredited certificate in the Health and Safety field and 5 years of increasingly responsible experience.
> Working knowledge of the Gaming Industry and the laws and regulations governing gaming operations.
> Previous training and presentation experience.
> Strong knowledge of Tribal, State and Federal laws and regulations governing workplace Environmental, Health and Safety requirements.
> Working knowledge of the Gaming Industry and the laws and regulations governing gaming operations, including Title 31.
> Proven work history with demonstrated advancement (promotion, increased responsibilities, etc).

Physical Demands / Work Environment
PHYSICAL DEMANDS: Must be able to communicate using written, oral and computer methods. Must be able to operate computer equipment for extended periods of time. Must be able to walk and/or sit for long periods of time. Must be able to perform repetitive hand and wrist motions. Must be able to independently lift, push or pull 50 lbs daily.

WORKING ENVIRONMENT: Office, gaming floor and convention center environment including flashing lights, frequent loud noises and cigarette smoke. Extensive computer use. Must be flexible with work schedule and available to work different shifts. Occasional overtime required. Occasionally must deal with angry or hostile individuals.
