OVERVIEW

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. This position will be located in Valdez and will require the applicant to travel and be away from their domicile for potentially long periods of time, in which case housing or per diem will be provided.

DUTIES

Responsible for providing job-site supervision and management with the information and support required to run all operations at optimal safety level, train employees and analyze job hazards on a continuing basis.

Responsible for Formal Loss Control Program Performance to include: Perform hazard analysis of project area and facilities to identify incident producing conditions and practices. Evaluate the exposure and control factors affecting operations. Evaluate the efficiency of current methods of incident statistical analysis and information use.

Responsible for Safety Surveillance Program Performance to include: Perform regular formally documented audits of facilities and operations to identify and evaluate incident producing conditions and practices to satisfy quota for the client as well as Peak. Actively assist in the formulation and adoption of recommendations designed to eliminate or maintain optimum control of the hazards and exposures observed. Assist management in the safety evaluation of hazards and exposures of planned or proposed facilities, operations or product. Assure instruction of supervisory personnel in hazard identification techniques.

Responsible for Code Evaluation and Compliance to include: Conduct surveys of physical hazards concerning compliance with relevant Client, State and Federal Laws, codes and standards. Identify recognizable occupational health exposures. Recommend appropriate industrial hygiene testing. Assist in compliance with State, Federal, and Company incident reporting and recordkeeping requirements. Act as liaison between management, client and compliance officer(s) during AKOSH and OSHA inspections.

Responsible for Industrial hygiene Services to include: Conduct review of project facilities to identify recognizable occupational health exposures. Coordinate appropriate industrial hygiene testing to evaluate occupational health exposures. Provide written reports to management outlining the findings. Submit recommendations designed to eliminate or maintain control of identified exposures. Coordinate all industrial hygiene efforts through Peak Oilfield Service Company HSE Director or designee. Must be willing to take necessary steps towards obtaining any Client required certifications that directly relate to projects.

Responsible for Safety Training and Orientation to include: Evaluate new employee orientation requirements and assist in the development of appropriate programs. Assist in the evaluation and development of employee training programs as required. Coordinate administration of general employee training programs as mandated in the Peak Training Program. Train new employees in regards to orientation, health and safety training, environmental responsibilities and assure necessary follow up training is complete where necessary. Assure accurate maintenance of employee training records digitally and physical records on site.

Responsible for Incident Information System to include: Oversee the incident reporting system to endure the completeness and validity of all information reported. Ensure the instruction of supervisory personnel in incident investigation techniques. Assure that all Accidents/Incidents are promptly investigated and all follow-up reports are sent to the required agencies/offices. Conduct health, safety and environmental incident investigations, ensuring Root Cause Analysis procedures are adhered to.

Safety Program Administration to include: Coordinate and participate in meeting of incident control groups. Function as a member of the group. Coordinate the function of a “Serious Potential Incident” review board. Provide assistance in establishing emergency plans, first aid and medical programs as directed. Act as a liaison between client, management and loss prevention representative of insurance company. Conduct annual review of all portions of the Peak Health, Safety and Environmental plan that applies to the specific operating locations assigned and provide written documentation to HSE Director of the review. Coordinate or provide other safety or environmental program duties as assigned.

Responsible for regular reporting to Peak's corporate office as directed, and to clients as required.

Responsible for inspection, audit and surveys of the working environment, including the health, safety and environmental program, to help ensure a safe and healthy worksite, acceptable to the client and in accordance with all company policies.

Responsible for the completion and maintenance of all necessary OSHA, State of Alaska, EPA and client accident and injury reports. Interacts with Peak supervisory and client safety personnel with respect to safety related matters.

Responsible for completion of all required environmental spill reports and necessary interaction with client environmental department to ensure Peak's compliance with applicable regulations. Responsible for compilation of spill statistics, including written reports, graphical analysis and other statistical products as directed.

Responsible for learning the use of a variety of monitors and tools which will be used on a frequent basis to evaluate employee exposure.

Responsible for taking the necessary steps in completing any and all client trainings, certifications and requirements as some of our clients require additional in house certifications to further advance on their sites.

KNOWLEDGE, SKILLS, ABILITIES

Ability to analyze past loss information to identify incident trends, causations, conditions, and influencing factors that were responsible for current losses.

Ability to analyze individual job functions to identify physical, mechanical, chemical, biological, and ergonomic critical tasks.

Ability to compile, analyze, and interpret incident statistical data and prepares reports designed to communicate this information to those concerned.

Ability to read, analyze, and interpret common scientific and technical journals, environmental reports, and legal documents. Ability to respond to common inquiries or complaints from employees, customers, regulatory agencies, or members of the business community. Ability to write reports and/or articles that conform to prescribed style and format. Ability to effectively present information to top management, public groups, and/or boards of directors.

Ability to work with mathematical concepts such as probability and statistical inference. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.

Ability to define problems, collecting data, establishing facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.

Education
MINIMUM QUALIFICATIONS

Bachelor’s Degree (BA or BS) and Health, Safety and Environmental (HSE) related experience or current accredited Health and Safety certification(s), as well as HSE related experience. In some instances, an equivalent combination of education and experience to complete the tasks of the position may be considered.

A valid driver’s license is required.

TWIC (Transportation Workers Identification Credentials) or ability to obtain card is required.

PERFERRED QUALIFICATIONS

Oilfield, Arctic Slope, construction, and or industrial cleaning experience is preferred.

OSHA 30 Instructor, 40 Hour HAZWOPER Instructor, First Aide instructor, Certified Fall Protection Instructor, NSTC Instructor, SCBA Instructor, and or any Instructor Qualifications in the Construction or General Industry fields will be preferred.

While performing the duties of this job, the employee is occasionally exposed to severe outside weather conditions. The HSE Specialist is occasionally exposed to moving mechanical parts; high, precarious places; fumes or airborne particles; severe outside weather conditions; and vibration. The noise level in the work environment is usually moderate.
Safety training, supervisory and human relations seminars, and any other training related to the position is required following hire.
