Supports the U.S. Department of Labor, Employment and Training Administration.

• Assist the Contracting Officer in conducting strategic requirements review, acquisition strategy development, solicitation development, and in performing other related procurement tasks as required.
• Assist the Contracting Officer in review of requirements documents submitted by the Program Office to determine adequacy and sufficiency and make recommendations to the Contracting Officer to accept or reject.
• Participate in meetings as required. Meetings include pre-award conferences, periodic progress review meetings, acquisition planning meetings, and other meetings as required by the Contracting Officer.
• Assist the Contracting Officer in preparing solicitations, acquisition plans, source selection plans, and other documents required in accordance with regulatory and local guidance.
• Support the Contracting Officer in assisting customers with the development and preparation of requirements documents (e.g., SOW, technical evaluation factors, acquisition planning, IGCE’s, etc.).
• Complete all contract awards within the established Procurement Administrative Lead-times (PALT) identified by the Office of Contracts Management.
• Complete and handle all contract files in accordance with acquisition regulations and DOL local policies and procedures.
• May be required to support the Contracting Officer in source selections and will be required to signed Organizational Conflicts of Interest (OCI) and Non-Disclosure Agreement (NDAs).
• Prepare modifications for various contractual actions to include, but not limited to, contracts, purchase/delivery/task orders, blanket purchase agreements, indefinite delivery contracts, as necessary.
• Administer and/or closeout Government contractual vehicles in accordance with regulatory guidance and DOL procedures.
• May be required to assist the Contracting Officer in preparing responses to Freedom of Information Act Requests and Protests actions.
• Bachelor’s Degree and 24 semester hours in business related coursework, from an accredited college or university
• Eight years of relevant experience in federal contracting, experience utilizing government contract writing and financial management systems
• Independent ability to research and analyze contract and financial data
• Excellent writing skills and be able to communicate effectively both orally and in writing to interface with service providers, program offices, and government contracting officers, and contracting officers representatives.
• Knowledgeable with the Federal Acquisition Regulation (FAR).
Special Requirements/Certifications
• Federal Acquisition Certification in Contracting Level III or Defense Acquisition Workforce Improvement Act (DAWIA) is desired but not required.
