SpecPro Professional Services (SPS) provides environmental compliance and training support to the U.S. Army Reserve (USAR) 63d Regional Support Command (RSC). The 63d RSC manages 140+ facilities across seven states: CA, NV, AZ, NM, TX, OK, and AR.
SPS is seeking an entry-level Environmental Specialist to join an interdisciplinary team based in Mountain View, California. We seek a hard-working and passionate individual expertise in general aspects of environmental science and specific expertise preparing NEPA documents. This individual will train into a role as a NEPA Program Manager (PM).

The NEPA PM supports NEPA compliance under contract to the Army Reserve 63d Readiness Division (RD). The position is based at the headquarters of the 63d RD and provides environmental support across a seven state region.

The NEPA PM’s responsibilities include assisting our multi-disciplinary team on a wide range of projects. Some typical duties include:
a) Track and manage NEPA review for all projects and work orders occurring at 63d RD facilities
b) Prepare and manage NEPA documentation including, but not limited to, Categorical Exclusion documentation and Environmental Assessments
c) Coordinate with other subject matter experts in fields such as Natural Resources, Cultural Resources, Storm Water, and CERCLA.
d) Provide environmental support for real estate activities and Military Construction

Bachelor’s degree in Environmental Science or related disciplines
An ideal candidate must possess effective problem-solving ability, exceptional writing and editing capabilities, and experience with federal and state environmental compliance. Successful candidates will demonstrate a strong knowledge NEPA regulations. Preference will be given to candidates who can augment their NEPA experience with additional relevant knowledge in areas such as: compliance, hazardous waste management, biology, cultural resources, GIS, or pollution prevention. A scientific background is desired. This role requires the initiative, confidence, and ta strong work-ethic. Candidates should be comfortable working collaboratively in a multi-disciplinary, team environment. Qualified candidates should have at least a BA/BS in a relevant discipline

Preferred Qualifications:
- Proficient in Microsoft Project or equivalent, Microsoft Excel, Word, and PowerPoint
- Work well in a team environment, have the ability to independently develop professional deliverables and take direction well
- Strong written and verbal communication skills including the ability to develop presentations, briefs, and written reports
- Ability to adapt and develop innovative solutions
- Experience in a customer service, contractor environment
