Youth Advocate (Any Regional Community)

Summary:

Under the direct supervision of the Social Services Director, the Youth Advocate will implement various projects aimed at eliminating crimes against children and teens (and some young adults on a case-by-case basis).  In particular, the Youth Advocate will focus on dealing with forms of exploitation, forms of neglect, psychological abuse, physical abuse, and sexual abuse of vulnerable underage individuals within the Chugach Region.  The advocate will ensure that youth victims of crime will be supported through reporting, any needed court assistance to successful conclusions.


Major Responsibilities:
  • Support and advocacy for all child and teen victims of crime in establishing credibility and ensuring that their stories are told and heard.
  • Provide program coordination for the implementation of Office for Victims of Crime (OVC) project objectives for youth through reporting, maintaining timelines, and ongoing work plans emphasizing developing sustainability. 
  • Regional outreach and work with populations of children and teens (and some young adults on a case-by-case basis) suffering from age-related knowledge deficits and/or from significantly impaired intellectual and adaptive functioning (mental retardation, Down Syndrome, etc.) to ensure that they understand resources available to them.
  • Promote system resources (i.e., Clinicians, school system advocates) to promote a network and victim safety throughout and after legal system involvement.
  • Provide awareness and self-awareness of what constitutes any of the five primary forms of abuse.  Provide education and outreach with youth, school staff, family members, community, and tribal members regarding forms of abuse and how they can help. 
  • Intervene with youth victims of abuses to guide them out of harm’s way and to reconnect with addictions services, rehabilitation, and behavioral health services as needed or possible.
  • Provide program administration as needed and at the direction of the Social Services Director, including interfacing with grant managers and grant partners while providing fiscal stewardship and acting as a liaison between the regional headquarters and remote villages.
  • Assist the Social Services Director with all equipment and supplies purchased with grant funds, ensuring that all equipment has regular maintenance and reporting.
  • Create training and collaborative partnerships within the criminal justice system and with service organizations working with youth victims of various crimes.
  • Assist with departmental plans for regional Women’s Gatherings, Men’s Gatherings, and other regional events involving victims of any abuse or crimes (especially youth) to integrate healthy relationship concepts.
  • Promote healthy, substance-free community activities (such as craft groups, educational/outreach programs, in-school presentations, and other programs) to provide protection and community development.
  • Complete and provide quarterly reports to the Chugachmiut Board of Directors as per Social Services Director instruction and assist with completing timely periodic reports to all OVC and other program funders.
  • Conforms to Chugachmiut policies and HIPAA regulations.
  • Performs other duties as assigned or required.

Education Requirements:
  • Minimum of high school graduate or G.E.D. required plus two years’ experience working with youth and/or juvenile justice and/or criminal justice system.
  • Bachelor’s degree or master’s degree preferred.
  • Experience with domestic violence service provision or administration.
  • Familiarity with Alaska Native or Native American culture and customs.
  • Proficient in the use of MS Word, Excel, Access and PowerPoint.

Hours of Work:

Hours of work are 8:30 a.m. to 5:00 p.m. with an hour for lunch. This is a full-time position that works 7.5 hours per day, 37.5 hours per week, and 1950 hours per year. Chugachmiut maintains a drug/alcohol free and non-smoking environment.
